Alleged Road Rage in Houston, Officer shoots, Hits a Woman’s Head for Cutting Him Off

    houston Road RageReports claim that  Kenneth Caplan (an off duty Harris County Precinct 6 reserve deputy constable) cut off a woman who was driving on 610 South Loop near Stella Link in South Houston. The woman then honked and tired to go around the person who cut her off. Which we are to assume is Kenneth Caplan. The driver of the vehicle suspected to be Kenneth Caplan’s, pulled along side the woman and fired at least one shot that grazed the woman’s head.
    Caplan’s vehicle was said to have a a second person in the passenger seat, and it is stated that the passenger of Caplan’s vehicle is female. It is said that the female passenger in the vehicle Caplan was driving leaned back as Caplan fired out of the window.
    The woman driver was shot from the driver side of her vehicle. She pulled to the side of the road and called for help. Which lead to the arrest of Caplan who is in Jail with a $200,000 bond.

    Harris county Precinct 6 is working in full cooperation
    Their statement
    “Kenneth Caplan was not on duty at the time of the incident in which he was involved nor was he displaying any article connecting him to the Harris County Constable’s Office – Precinct 6. The Harris County Constable’s Office – Precinct 6 neither condones nor tolerates the actions taken by Kenneth Caplan that connected him to this incident, and the necessary measures were taken to collect his credentials and remove him from our status.”

    Interview with the female drive “He was aiming at me and I thought he was going to cuss me out. It didn’t register that I was, you know, going to get shot.”
